Nath, the document has been saved in PDF format which allows it be read on Windows, Mac, Linux etc, it should appear the same, visually, to everyone.
The idea is so that everyone has the same form. They download then print the form out, fill it in by hand and mail the form back to the address on the form.
I could have created a web form so it could be filled in online, no printing etc, but that would cost money and too much time and I'm too bloody lazy to do all that.
PDF documents can be edited (changed and added to etc), but you need a PDF editor, of which there are many. But most people don't have these, so the form needs to be printed.
You can edit the form online using online PDF editors like PDFEscape (
http://www.pdfescape.com/) for example, but I reckon, it's easier to just print it out, grab a crayon and start colouring.
And it's not a lack of intelligence mate, you just know other stuff that's all.
