    Adjust the wastegate to give it more pretension on the swing valve and see how that goes. If its not being held shut properly even with a manual bleed valve it will never make boost properly. Also, what size is the turbo?

    Just take the top mount out and run the front mount. Two intercooler cause alot of flow restriction. Any extra cooling is negated by this to the point of being worse than one half good intercooler.
