The blanks are hard to remove but they will come out.
A normal switch won't fit in there because they are very deep recesses, you would have to mount the switch to the blank.
I was thinking of cutting the top off the blank and retro fitting the switch to it, but they fit perfectly flush in the blanks on either side of the steering wheel.
The inner guard thing is called a splash guard.
