Yes it is, Bolting the wheel into place also clamps the disc to the hub.

Some cars (mainly Honda for instance) have a single bolt that holds the disc tight. 99% of my other cars have all had a free floating disc.

as @Scott52 has called out, the wheel holds the disc tight.
