Even if by some sheer luck they could pass this crap it wouldnt take effect for another coupe of years and would only apply to new vehicles.
No idea where the idea of winches and lights came from as havent seen anything over the past 4 years of this crap that says no lights or winches.

its the fact that without a bullbar you cant really have a row of spotties and somewhere to fit a winch...
 
I don't think it will happen. Besides the fact that there are plenty of government, mining & corporate vehicles that have this type of equipment fitted as a matter of necessity, lots of voters have them too. It's likely that they might continue tightening the ADR's for bullbars & associated equipment to make them more forgiving on wayward pedestrians & small cars, but I would very much doubt they will get banned completely.
 
they'll probably just make it so new cars can only have the option of being fitted with a smartbar (those pedestrian safety designed bars) which are also winch adaptable.

Spotties can always go behind the grill especially on the D40 and there are kist available as far as I know to mount a winch behind a bumper on a D40 ( and no I cant find that link just now but am looking lol ).
Remember the yanks dont have Bull Bars so they find other ways to get around the issues.
You can mount anything you want behind the lines of the bumper so you can make a front hitch and use a hitch winch mount .
 
yeah, imagine the uproar if the government was like "oh yeah, you know that $3000 odd dollars you've spent on protection & recovery equipment for your vehicle, well you've got to pull it all off and spend another $1000 fitting a standard bumper bar back to it."

Not going to happen. Probably unconstitutional
 
Hence the arguement that its starting with all new vehicles.
I can see this happening, starting with homemade contraptions. I recon we'll end up with 3choices of Bar in the future, based upon the companies financially viable to make the government happy.

Bars like that are probably the reason for this entire issue raising its head over and over.

Shit-for-brains morons that go to stupid lengths to put crap on their vehicle - the car pictured above would probably fail a RWC if an engineer went over it anyway.

I've seen near-new Holden and Ford utes with bars like that and they're the ones that put Kenworth mudflaps across the back, 4 Lightforce 240s across the roof (with more on the bar), 8 radio antennae around the rig and the big "Bundaberg Rum" stickers wherever they can squeeze one in amongst the "Jack Lives Here" and "I'm not a gynecologist but I'll take a look!" stickers.

THEY are the ones that need targeting, and I wholeheartedly agree with the idea. Reasonable installations where the law is followed - fishing rod holders on the underside of the bar (if fitted), driving lights that don't protrude past the front face of the bar, smaller folding antennae etc - there should not be any issue with these.

Something fitted by a person who is mindful of safety and who is fitting it to protect his asset with the safety of others in mind ought NEVER to be questioned. I don't believe this legislation is aimed at the reasonable people/vehicles/configurations.

The unfortunate side-effect of having dickheads in our society is that attempts to curtail the impact these dickheads have on the rest of society will also restrict society in some way. That's how I see what is happening with the bullbar issue right now.

If they amended the legislation to "engineer and RTA approved configurations" I'd support it wholeheartedly. They already have legislation to manage the fitment and configurations, but I doubt it's enforced as widely as it should be. That should change.

For example, there should be a campaign to go after the morons that fit fishing rod holders to the top of the bullbar that makes it easy to rip the guts out of a pedestrian so they can't make a claim against the driver. Take a big stick to these, and anything worse, and suddenly you'll (hopefully) have a 4WD community that has compliant vehicles that won't raise the ire of the rest of the voters.

Winches my ass. Fitted properly, within the bar, how on earth can it be a safety issue anyway? My winch is wholly enclosed in the bar. It does represent an additional 38Kg on the vehicle, but it's just as easy to do that with a liberal dose of friggin' McDonalds too.
 
As others have said such legislation can not possibly happen in the short term and it's been raging for 15- 20 years with no resolve so it's unlikely that any government is just going to jump on it now. Any future legislation that could come in would not effect cars previous to the legislation and the rulings would have such wide spread effect that more than just the 4wd community would be effected.

When this first came out years and years ago the argument was to get all bars and other protruding items off cars because of pedestrian risk, then the farmers got up in arms so they changed it to be all farmers with 4wd's were exempt and driving in urban areas was discouraged. Then they worked out farmers also drive 2wd's so they amended it to all farm vehicles and please stay out of the city. Now days with nudge bars, driving lights and the like becoming the norm for many cars a simple rule of rurally registered cars with bars only, is going to effect a lot of people and no government wants that many people offside.

As someone else said no doubt rules and regs for bars will become stricter and that may or may not be a good thing but the total removal is extremely unlikely when so many vehicles and people will be effected, if they wanted to pass this rule they should have done it 20 years ago when it first came up and there was less bars on suburban vehicles.

Incredibly, in Newcastle (haven't looked anywhere else), they've been painting < LOOK > on the road at places where people cross.

It's as if they need to remind pedestrians, because they're so friggin' dumb they can't remember that there are vehicles on the road that might not be as hurt as they will be during an impact.

Society is becoming more and more moronic with every passing week, and we encourage this spread of stupidity by putting pillows everywhere and wrapping everything up in soft baby blankets.

I'm not advocating dangerous practices, but I wholeheartedly agree that people do need to take responsibility for their own actions.

If by some fluke they're tossed into a situation where they are hit by a vehicle with a bullbar, that bullbar should not create additional harm by its presence (eg the fishing rod holders I mentioned in a previous post). But really, you're absolutely right - they should not be so unaware of their surroundings that everyone else needs cotton baby bumpers strapped to their cars.
 
Maybe they should paint "breath" on the footpath, just in case people forget to do that too...

Agreed about the unneccessary protrusions, and the geometric shape of the bar makes a big difference too. Expect the old 4/5 post forward-angled design to be banned, surprised it hasn't been banned long ago. With the advancement in composite fibres and plastics, there is no reason why a composite bar system cannot provide the same level of protection as a steel one. In engineering heavier is not necessarily stronger.
