ACC circuit and speedo light intermitently work

Hello,
Been having problems with my 2002 D22. The accessory circuit will work (ie stereo and lighter socket) when in acc and On but as soon as I turn the car on 50% of the time it cuts out. As soon as i turn off the engine it generally comes back on.
So far I have:
1. Checked, cleaned, re crimped and tested all 0V circuits to the battery and chassis. When engine is off I am getting good 0.1-0.2 ohm continuity (leed resistance included). as soon as the engine comes on this is increse to 32-40 ohms...
2. I checked all my soldered and heat shrunk connections. then triple checked them. All good connections, no cables were down to earth and seem to be in good nick.

I did notice that power came back on by itself when driving sometimes (when not already working) and it sounded like a relay coming on from behind the dash when it did.

So im thinking?

Does the acc circuit have a relay to switch it on. Could it be a sticky relay maybe? I have looked around the net for a few hours and cant find what relay does what anywhere.

Could it be linked to the speedo light working occasionally (doesnt seem to syncronise with the acc circuit though)

If anyone has any suggestions for me Id be very appreciative as Im about to start throwing rocks at it soon.
