Hi guys new to the diesel world, in the photo I have attached, I want to know what the silver thing with two bolts on it is/does. The thing that looks like a thermostat housing, with the pipe coming off it. To me it looks like there should be a pipe connected to it but there is not, seems like it has been capped off with a large lump of silicone in the end. Can anyone shed a bit of light on this for me? Thanks alot.

Its called exhaust gas recirculation pipe

And yes it is supposed to have a pipe coming off it

Either the car is running extremely bad and loud right now or the previous owner blocked it at 2 locations

1 .On the firewall end of your exhaust manifold (under heat shield) you will see another outlet like this or a solid plate

2. Also needs to be blocked on the inlet manifold side so boost doesnt leak out of the egr valve
 
just leave it, it does nothing for performance by reopening the EGR, its just there so the car passes the pollution laws which means your intake gets filled with crud.
