I suspect it's similar to the No-Limits chip - all the No-Limits chip does is apply a variable resistor to the fuel rail pressure sensor, so that it can reduce the voltage of the signal returned to the ECU, which makes the ECU think it has to raise the pump output.

It's a trick that many chips employ. The more expensive chips also manipulate turbocharger output, monitor the EGT (which is important - look at ChipIt's chip) and even return operation to ECU-only when the chip detects that the additional power is causing too much heat.
