Any recommendations in what paint to use and how too?

several coats of plastidip, at least you can peel it of the chrome if you choose!

yes i agree using plasti dip , atleast you can remove it when you get sick of the black.

No...don’t sand at all just a good wash / clean and spray away. A good website to look at is dipyourcar.com look for them on YouTube. He has hundreds of vids and has one specially for grills.
